No. The speech recognition runs entirely on your machine. You can switch off your Wi-Fi and it keeps working — that is the proof.
That is Windows SmartScreen being cautious with any new, young app it hasn't seen many times yet. Click "More info" and then "Run anyway". The app is open, inspectable, and does not touch the internet during dictation.

English is excellent out of the box. In Settings you can download alternative models (like Whisper) that understand dozens of languages including Hindi and Tamil.
